To effectively tackle climate change, we urgently need to move away from coal – especially in Victoria, where our reliance on coal for power generation results in our per-capita greenhouse emissions being near the highest in the world. But now there are plans to build a new coal-fired power plant in Victoria! What is HRL?
HRL Ltd is a private company that wants to build a 600 Megawatt “Dual Gas Demonstration Project” in Morwell, Victoria. This plant will spend energy making brown coal into gas to then be burnt. The resulting greenhouse emissions are lower than brown coal but still equivalent to a modern black coal plant. This will increase Victoria’s annual greenhouse emissions by up to 4.2 million tonnes of CO2 (or 3%), and if built will lock Victorians into a polluting energy system for another 50 years. And they’re building HRL with our money!
The HRL project has won $100 million in federal government funding and $50 million in state funding.
Take action to STOP HRL!
The Environment Protection Authority (EPA) is reviewing HRL’s proposal, and has received approximately 4,000 submissions from the community in opposition to the plant. This is the highest number of submissions the EPA has ever received, and is a strong indication of the high level of community concern regarding the proposal.

In the next few weeks it is anticipated that the EPA will approve HRL's proposal, so a number of groups are planning a 'snap action' to respond to this the very next day, at 12.30 at parliament house. It is important that there be a fast and loud response from the community to send the message that we do not want this project to go ahead!
